Why a hemp flower sampler needs separate sheets
Because the strains assay differently. Cultivars on the flower shelf run from about 13 percent up past 17, so two grams of one is not the same milligram figure as two grams of another, and a single box average would obscure exactly the thing you are buying the box to compare. Each certificate covers the lot its bag came from. Total delta-9 under 0.3 percent by dry weight appears on all of them explicitly, since that is a federal requirement rather than a courtesy.
What the comparison is actually worth
Two grams is enough to form an opinion about a nose and not enough to judge much else. Cannabinoid percentage you can read off the sheet without smoking anything. Terpene profile is where two grams earns its keep, because that is the part a figure describes poorly and a jar describes immediately. A hemp flower sampler is therefore a terpene exercise more than a potency one, and the total terpene percentage on each sheet is the number to read alongside what you smell.
Price, and the honest version of it

What to do with the pre-roll
Smoke it first. A rolled gram has far more surface area exposed than a whole bud and it stales faster, so by the time you have worked through six grams of loose flower the pre-roll in a hemp flower sampler will have lost most of its nose.
